Summary

  • Trade and investment liberalisation can contribute to the realisation of Malaysia's "Vision 2020" and of the effective implementation of the New Economic Model. Similarly, trade and investment can effectively contribute to the realisation of the "Europe 2020", aimed at inter alia enhancing the EU competitiveness and economic performance.
  • MEUFTA aims to:
    • enhance market access for goods and services from Malaysia and the EU;
    • further facilitate and promote trade and investment flows between both sides, particularly in ensuring benefits for small and medium enterprises (SMEs);
    • enhance competitiveness;
    • facilitate the identification of capacity building programmes to be undertaken bilaterally or through the PCA; and
    • contribute to the joint objectives of sustainable development, in particular by enhancing green growth.
  • The MEUFTA is consistent with WTO and in compliance with Article XXIV of GATT and Article V of GATS.

4th Trade Negotiation Meeting for the Trans-Pacific Strategic Economic Partnership (TPP), Auckland, New Zealand

Summary

Malaysia became a full negotiating member at the third round in Brunei. Although Malaysia has FTA agreements with most of the TPP members, the Trans-Pacific Partnership is a positive step towards deeper integration within the Asia Pacific region and would allow Malaysia to engage the US, which remains an important trading partner and source of investment. The objective of the negotiations is to develop an FTA agreement which will be able to adapt and incorporate current issues, concerns and interests. Working groups have been established in the following areas:

Market Access; Industrial Goods; Agriculture; Textiles; Technical Barriers to Trade; Sanitary and Phytosanitary Measures; Rules of Origin; Customs Cooperation; Investment; Services; Financial Services; Telecommunications; E-Commerce; Government Procurement; Competition; Intellectual Property; Labour; Environment; Capacity building; Trade Remedies; and Legal and Institutional.

Summary

  • The Trans-Pacific Strategic Economic Partnership Agreement (TPP) is a multilateral free trade agreement that aims to integrate the economies of the Asia-Pacific region.
  • TPP was originally known as the Pacific 4 (or P4) which includes New Zealand, Chile, Singapore and Brunei.
  • Australia, Peru and Vietnam joined the group in November 2008.
  • The United States then officially announced its intention to participate in the TPP on 14 November 2009. The US has indicated its interest for Malaysia, Indonesia, Japan and Korea to come on board.
  • Malaysia joined the group in October 2010.
  • One of the major objectives of the TPP is to support the wider liberalisation process in APEC.
  • It's trade objectives are to:
    • encourage expansion and diversification of trade;
    • eliminate barriers to trade and facilitate the cross-border movement of goods and services;
    • promote conditions of fair competition in the free trade area;
    • substantially increase investment opportunities;
    • provide adequate and effective protection and enforcement of intellectual property rights; and
    • create an effective mechanism to prevent and resolve trade disputes.

To accomplish the 2020 goal stated in the Bogor Declaration and to realize "inclusive growth", it is vital to understand the current status of human resources development in developing economies, to share recognition of priority fields and methods among APEC economies, and to effectively invest resources including APEC and other funding.

The purpose of this Forum is to thoroughly discuss the aforementioned cooperative programmes from the viewpoints of their achievements in the past, cooperative fields in the future, priority fields, and desirable approaches so as to promote mutual understanding and effective implementation of international cooperation in human resources development. Topics of improving employability to realizing inclusive growth should be focused as well.

The Seminar is hosted by the University of Occupational and Environmental Health (UOEH) and World Health Organization in Fukuoka, Japan. The objectives, among others are to discuss:

  • core technologies required for the prevention and elimination of asbestos-related diseases in view of all three levels of prevention, will be identified, collated and shared;
  • needs to adapt preventive technologies to local conditions will be identified and analyzed to produce feasible solutions;
  • the development of the World Health Organization / International Labour Organization (WHO/ILO) Toolkit for Elimination of asbestos-related diseases will be advanced; and
  • consensus will be formulated on methods to sustain efforts of ASIAN Asbestos Initiative and key players identified.

Summary

Pursuant to the ASEAN Plus Three Labor Ministerial Meeting held in Ha Noi, Viet Nam on 24 May 2010, strengthening the cooperation in field of human resources development under ASEAN-China is one of the important joint actions and measures. Therefore, the Ministry of Human Resources and Social Security (MOHRSS), Peoples' Republic of China will host the China-ASEAN High-Level Seminar on Vocational Training on 9-11 November 2010 in Wuxi City, Jiangsu Province, P. R. China.

Through this seminar, cooperation and exchanges activities are hoped to promote understandings between participating countries and identify the existing challenges in the field of vocational training and to work out possible solutions. It will also be beneficial for countries to jointly identify opportunities and measures in the context of global financial crisis, to promote the coordinated development of social economy and common prosperity of regional economy through improving vocational training level.

The 3rd Project Coordination Meeting of the AIJPIR held on 20th May 2010 agreed that the 3rd Regional Seminar of AIJPIR to be hosted by The Philippines. The seminar scheduled to be held on 25-26 November 2010 in Manila, the Philippines with the theme "Legal Framework and Practice for Labour Dispute and Settlement".

As in the previous seminar of AIJPIR, each country is expected to present a country report jointly prepared by the tripartite representatives in line with the theme of the seminar.

2nd Joint Working Group (JWG) Meeting Malaysia – Thailand on Promoting Labour Cooperation, Bangkok, Thailand

Summary

Following the outcomes of the 10th and 11th Joint Commission Meeting (JCM) between Malaysia and Thailand in 2009, the Ministry of Human Resources Malaysia convened the 1st Joint Working Group (JWG) Meeting on Labour Cooperation between Malaysia and Thailand on 19th November 2009 in Putrajaya, Malaysia. Following that, the 2nd JWG Meeting is going to be hosted by Thailand on 9th December 2010 in Bangkok, Thailand.

The meeting, among others, will discuss the operational issues as follow up for the implementation of the Memorandum of Understanding on The Recruitment of Thai Workers between Government of Malaysia and The Kingdom of Thailand.
